How do you find that information on somebody's profile? I was trying and have yet to figure out where it's at.

You need to take a few things into account here.
► First off, this user is lvl 9 which allows entry to almost any public giveaway.
► Secondly, if you check the "Won Giveaway" section, you can notice that most are from a Steam Community Group with VERY LOW entries. I suppose it's the group of "people who gift far more than they win"?
Just by looking at ONE user, you got the gist of it: increase your level, even if slowly, to get more access to giveaways.
On a side note, complaining and re-gifting is badly received by the community (for pretty understandable reasons). You made a small mistake, your reaction to it will decide your "future" here. Hope you'll get better!

i think there's only one way to increase your level, by making giveaways.

Being blacklisted for complaining doesn't improve your chances.

There is no such thing as luck.

See my post below for an elaboration on this theme.

I would have said it was more or less deterministic processes in a computer, in this case. I think we probably call things "luck" when we mean nobody planned them or could feasibly predict them.

So, fun fact, you can actually calculate how likely you are to have won something, quite precisely and without too much difficulty. I've been using a spreadsheet to do it. (Ask me and I can give you details.)
The thing is, your actual odds of winning are probably lower than you expect. Say the drawings you're entering all had 500 entrants each (low for this site--I bet some actually had more) that would still only make you about 40% likely to win something. That's less than 50/50 odds. You should probably be grateful you won anything at all.

Now, in my own case, I'm up to about an 88% chance of winning something--still haven't though. Go figure.

if i count all the giveaways i ever entered in my whole life (not just SG) , there will be like at least 500.000 and in all of these i won only 1 crappy indie game , i have been enterting giveaways in Sg a lot but nothing , sometimes i feel that this site doesnt even work , im trying to level up by giving away some games if my luck doesnt change i think i will drop this website /: , cries in the corner
