That is only a few dlc for 10$ which is the regular price. All DLC are still 30€.
They are not on sale.

The number of hours of gameplay you get per dollar if you buy at $12.5 make this a great buy.

Here's an update to this deal if you're the penny pincher type. It's not a huge savings, but you stand to shave off another buck or so from the Steam price if you live in the US or Canada:
