If a game is sufficiently cheap (and it's something I want), I might buy it. Many of the indie bundles fall into this category. If this sale had included discounts of that magnitude, I'd also be buying games from it. As it stands, however, the price reduction isn't sufficient to justify my buying the games with my limited budget. If I don't buy them now, I can reasonably expect them to be on sale for this price later (I'm not really under pressure to new games now).
As for being happy that they're on sale at all, that doesn't make sense to me. Either something is cheap enough that I'll buy it, or it's not. If it's on sale but enough to get past that threshold, the sale makes no difference to me.

Its funny since the DLC is coming in four days and is one dollar more than that. Great game, and at that price you can't go wrong.

Yeah I also thought something in the lines of 1 $ per game. I would have gotten like 10 titles if that was the case. Now I might get 2 or 3.
