They are still available for purchase outside your region, you just need to trade for them.

Going to buy all DLC this summer sale. If they restrict them in germany too by then I can only say: "You made me very desperate Steam" (Nick Fury style)

This is what happens when you release your game with GFWL... To this day I don't have the Fallout 3 DLC because Microsoft wouldn't sell to my UK version of the game in Germany. They love their region locks.

Damn GFWL... all the DLC was available a few days ago. I was going to buy them on summer sale (and the game itself). Now I'll have to wait for the GOTY edition.

The dlc is still available on GFWL marketplace. They just want to make us pay more for them. Much more, in my country's case.
