if you invite 10 people thats 500 points...
now lets say there a no one else using the system apart from these 11 people, if they post up a 50 point game then no one can bid on it and so the system is flawed as there is no way to generate points back after an invite unless they all gift.
All that I am saying if is you invite a member that is positive and generates these points and gifts they they are supporting those that do not, ideally a system that has an even amount of gifter than takers and with gifters being more rare, a user than introduces them should be given their invites back so (ideally so they can invite more people that gift).
I'm sorry if this doesn't make sence.

If these numbers dwindled, even to the point of 11 members, I doubt the same system would be in place.. The 10% and the invite codes work well now because there are many members, and many people contributing. If the numbers went down, I assume the 10% might be raised, and the cost of invite codes would go down.

He was using those numbers as reference. But yes, invites will most likely not always cost the same as they do now and when they feel they need to increase the incentive for inviting, they will. Currently there's enough people that want invites and enough people that want to get their friends in that users joining tends to stay rather constantly high.

How about to help promote gifters, if a user invites someone and they gift say 50points worth of games (full price, not the 10%) then the invitee gets his/her 50points invite code fee?
This would help keep the number of gifters up as the way I see it, the more invites generate with more takers than gifters then there eventually wont be enough points generated site wide to bid on a game.
