I just watched this movie and I should say it looks VERY similar but I haven't found a scene where the stealth fighter rescued a small girl which was kidnapped in the truck, and a scene where they installed a small cd in the stealth fighter

Just thinking of this one myself... since the pilots daughter is kidnapped.
I guess it COULD also be Flight of Black Angel? Base... Barn ... General... Captain, forcing them to install various systems into the plane, and "kidnapping" ... A scene near the end where a woman manages to flee with her baby to be picked up by a kind truck driver? Dunno... Straws.

I remember that there was an air force pilots testing their brand new f-117, during that scene they have inserted a small cd disc to install their stealth system, and in one point of the movie the f117 was stolen and taken to some kind of base. Also I remember a scene where a pilot was speaking to the general of air force sitting in a cinema-like room on the chair. And last I remember a scene where a little girl was kidnapped somewhere in a van.
