The three I've gifted took a few days to give feedback, but took almost a month to accept the gift. I don't think it's a problem as I had a gift sitting for almost 2 years.
Edit: If you want them to activate the gift, when you resend the gift, try either their email or friending them and sending it directly over Steam.

The paid version is different than the free one, so I'd guess that it can still be gifted and received. Refer to link for differences: http://www.teamfortress.com/freetoplay/faq.php

As in topic. My TF2 giveaway ended more than a week ago. Almost immediately after it ended I got a positive feedback for it. However, according to my Steam gifts window, TF2 has still a "sent" status, not "accepted". I've emailed the winner but he didn't respond yet. The main question is what should I do now? Send the gift to myself to get it "on hold" while I host another giveaway with it? Can the winner still give me a "not received" feedback after a week has passed? Maybe I should ask for a reroll? Answers and suggestions please! :)
