Truth of the matter is... not many scammed users bother to make a SR report., so don't trust that.
The only safe option is only making them go first (you have plenty of rep I see) and even then, you're still susceptible to chargebacks.
Non-window trading is unsafe as hell, but you should know this already of course.

shady one.
If he's from CIS he can buy CS:Go for 5$ and Skyrim even cheaper, not the sign of a trustworthy trader...
When I get enough money from betting to buy and sell things like REGIONAL RESTRICTED GTA V,which costs me 40$ now, I'd make it at least 30-35$ to make some profit in REAL MONEY.
Or where did he get ROW GTA V much cheaper than 25$ to sell it to random guys on Net.

Hard to say. I wouldn't do it. You can always wait, save up more money and buy the game from a Store. Good luck if you decide to give it a try!

Scammer could still chargeback, no?

Unless they changed their policy recently, steamrep does not accept Steam key scam reports. No status on steamrep means nothing.

I found a guy who is prepared to sell me his GTA V ROW key for 25$. He has no profile and no bad reputation on SteamRep. He does not have many games, however, he does have some good titles like Skyrim and CS:GO and 100+ hours on them. My question is, should I take the deal or not? And how to prevent from getting scammed?
