Should the staff add this option?
A lot of people value privacy so rather than contact in the normal way which is what I presume you mean (ie passing messages etc) perhaps a big red "There was a problem with this giveaway" button that when pressed passes a automated message to the giveaway creator so they can then contact you at their leisure.

That sounds better imo. Would be nice to know if something went wront, but it would also be annoying if some impatient winner decided to spam you because it's been 2 hours and they didn't get their game yet.

Leave a comment on their Steam page. But in any case this idea of a contact option via SG is good. I've had also problems both with GAs I won or I created...

Had a similar problem recently, although with another guy (i think), if he really does a lot of giveaways maybe he wont care about the not received feedback, cuz that's what happened to me, my advice is to not get your hopes up, mark it as not received and move on.

I won a giveaway a couple of days ago (this one -> http://www.steamgifts.com/giveaway/AFr1l/why-so-evil) but the GA creator sent me an invalid/duplicated code, I think by mistake having he/she created a lot of giveaways about this game in a couple of days.
The bad part is that there is no way to easily and directly contact the creator to fix the issue, as the only 2 ways are:
It would be great to have an option (available only to giveaway winners and directly here on Steamgifts) to contact the seller or at least let them know if there are issues with the key/link provided.
