Why can you sometimes a DLC-giveaway when you dont own the basegame?

Title says it, Im just wondering why sometimes people can join a giveaway for something that they cant use.

It's an inconsistency with how SteamGifts reads items from the Steam store.
Make a ticket and it will get fixed. :)
