I'd say the Anno series is probably the closest match over all. Depending on what parts of Tropic you liked/disliked, there might be others.

Depends a bit on what more exactly about Tropico you like.
Surviving Mars is made by some of the same people who have worked on some of the later Tropico games. Imperium Romanum is another game of a similar type that was made by the same folks.

Children of the Nile might also be up your alley, as might the Caesar series, as well as most of the other games by Impressions Games, like Zeus.

You might also enjoy the Settlers series, as well as the Anno series.

If you aren't referring to city builders/management simulators in general, and instead talking about dictator-esque, then Cartel Tycoon maybe?

OH! Also, I have these on GoG and had them on disk YEARS ago. Favorites of mine-
Pharaoh + Cleopatra & Zeus + Poseidon.

Caesar 3 is one of my favorites released back in 1999. It's very similar to Pharaoh mentioned above.

The military aspect is a part of Tropico (4 and 5 are all I've played) that is poorly done in my opinion and Caesar 3 just has a better system to it.
