breaking up game packs

Is it possible to break up game packs from steam and gifting the individual games here? I am a big fan of paradox games and already own a number of their games. If i buy one of the game packs, can i gift the games i already have here?

For the most part, no. Sometimes Steam does a pack and will allow giftable copies, but it will tell you that before you buy it.
