So I'm somewhat new and when I do giveaways I do all the checks, searching through their games and using gift tools, but this is the first time I had someone have multiple wins for a game, not mine, but from someone else. The person doesn't own the game I made a giveaway for. Should I still give him the game or is having multiple wins really a problem?
I kind of wanted some opinions. I was going to give him the game since he won and doesn't own it.

Depends on the game. But generally no, don't give him, imo.

What it means that if he won several of one he is reselling or trading those keys, especially since he don't own the game.

Request a new winner, give the old multiple win as a reason, link both old wins for support.
Support will either give you a new winner or tell you that your original winner has already served their suspension. In the latter case, send your key.

In cases like this, you should submit a ticket to request a new winner. If they have not previously been suspended for the infraction, we'll apply it and let the system pick a new winner. However, If they have, then we'll deny and you should supply the key.

The options for reroll talk about it happening in the last month, if it didn't, should we still select that option if there's a possibility they weren't suspended for it before?

The time limit is because hopefully, if the issue is that old, we have already addressed it. In reality, that's not always the case, and there are instances where a long time will pass before it's picked up on. If the issue is 5 years old, you probably don't need to open a ticket, but there's no harm in checking.
