4 years ago I stopped getting platinum medals in New York Minute mode because of this. Through the years I would search for a mod like this, when I remembered to look for it. I had actually lost hope a long time ago. But I was looking at the game's pcgamingwiki page a few days ago, and surprise, surprise, there it was. Skip cutscenes script. It's been out for 5 months, without much alarm. I've been playing with it and it works great, there's only a few cutscenes that you can't skip because otherwise the game glitches. But I would say you can skip about 98% of the cutscenes. There's also a trainer that you can download and do some crazy stuff like spawning and driving a car or make everybody dance.

To use the mod you need the script hook and the actual mod. To install, just put everything on the game's folder.

Because Rockstar are raging cockwallops, the cutscenes are quite lengthy and the checkpoints are always before rather than after them.As such whenever you die or if you're reloading the game to try and gain an achievement in a specific level you always have to sit through any cutscenes again rather than just loading back into the game.

The million dollar question. Because it sucks to watch 10 minutes long cutscenes when you're replaying the same part for the tenth time. The main problem is not when you die, the problem is mainly new york minute, an arcade mode where you'll likely have to replay chapters again and again to get good score, and you'll be forced to watch the same cutscenes again and again.
