cant use community market?

so i bought something more than 1 month ago etc etc and the item i bought was supposed to be tradable in 20 september 2013 while i was supposed to be able to use the market in 19 september 2013 which is 1 day before the item become tradable , the item became tradable and i still cant use the community market , anybody know why?

Steam's been messing around a bit with security recently so may have something to do with it?

Did you buy with a method that required billing address and have had Steam Guard on continuously with the device you are trying to sell from authorized for at least 2 weeks (or whatever the rules are now).

about steam guard its same device since +2 months so iam ok with that side and paying was with steam wallet , when i put my courser over the "sell" button in items it says "assuming nothing further occurs to restrict your access, you'll be able to use the community market on 9/19/2013 8:05:46PM"
