A good decision by Valve? Quickly everyone, take a picture. This never happens. :D
This will suck for idling cards, but definitely a good change for Steam in general - if well thought-out and well implemented.

A good sounding idea but we don't know numbers nor how Valve's wonder-algorythms work. Will the confidence-value depend on playtime (more than the usual idling 2-3), achivements, steam-store purchases or will they flag accounts as trustworthy, and then purchase by trusty accounts?
Until we know more my standpoint is rather just "okay, please continue" as it can turn out good or pretty bad as well. (Not from my point of getting cards, but how accessible and open the system is)

Still no alternative for a minimal level of manual curation. And still no word on these "devs" (which even Valve now openly admit are fucking up the storefront) or their asset flips getting booted off of Steam.
And it's another metric-driven thing, so it's again just a matter of time until someone finds a way to game the metric. And that won't take long, because there's still enough review-boosting etc. groups active that Valve also doesn't make any moves on.
By typical Valve logic, it's another soft-touch approach that's open to abuse and doesn't address the root of the issue.

I don't understand the anger towards this decision. It's a measure to stop chaff games from being abused by bots. Games that are already obviously played by actual users (anything that isn't a fresh indie release) will have their cards still active. While this does create a speedbump for new releases of the low budget/indie variety, that is merely a delay. You still get the cards, it just means that in theory the ongoing flow of garbage card-farm games will be slowed, unless they find a way to fool the system.
There is no need for rage on this issue. The real question should be whether everyone who has played a sizeable amount of time prior to the restriction being lifted will get all their 'owed' card drops immediately, or if they would have to keep playing for them. That is the only real issue I can see, because some games do not have the greatest replayability or lifespan, which would mean if you already cleared a shorter indie game you might be forced to idle with the game window open to get the drops you would have otherwise got.
By all means, be annoyed at Valve for the things you feel they get wrong, but try not to demonise and overblow the things they might actually be getting right. At least weigh it up before you take the golden opportunity to spit fire. Confirmation bias is a hell of a mental trap to fall into.
Unless there is some drawback to this system that I'm overlooking?

But I dare to bet their algorythm will be something like "people is buying this game from the steam store, then it is ok; people is buying keys of this game somewhere else, RED ALERT let's punish them". And so we will start seeing the same crappy games on Steam store but at the minimum possible price, so you can actually earn money by buying them and selling their cards. Result: shitty games are still getting money from cards, and now even from steam store, while legit small indie games sold in bundle sites get their cards removed. In the end Valve just want money.
