I voted for PS3 and Wii. Even more when I see that average monthly income. Console games aren't as cheap as Steam games. And as long as you're not graphics addicted, you could play many classics for low prices. You can still buy the PS4 or another new console at a later console. But would you buy a PS3 and old games after having a PS4? ^^

If you are a PC player I'll recommend Nintendo, to complete your options. But certainly not the Wii U.
Granted, Playstation has some few great games. But there are indeed very few with the quality of The Last of Us, for example. Nintendo has more of those exclusive super high quality games. And they provide more genre variety with those games.
That Nintendo won't have many 3rd party games - who cares if the PC remains your main gaming platform?

If your PC should be rather outdated though, I'd pick a PS4. Or upgrade your PC.

I'm gonna be that guy and point out that the Wii can be emulated on PC, and the Wii U also has an emulator in the works if I'm remembering right.
PS3 is probably the one with most exclusives at the time.

I'm gonna be that guy who says that unless you intend to pirate Wii games, you're going to need a Wii to read the discs.

Is more of a moral question than anything else, so you could buy the games and just toss them in a drawer to never be touched again while you download a pirated verision for actually playing it.
I sorta do that with music sometimes ¯\_(ツ)_/¯

Still, when it comes to the Wii, I'd say that it's better to get an actual one. Compatibility is better (emulation isn't perfect, unfortunately), and you need a fast PC for Dolphin.

I had a Wii and Xbox 360, and just upgraded to the Wii U, which I ordered from Amazon.co.uk (although looking now, they only have the Super Mario Maker bundle in stock, and that's quite expensive). Reasons I got it were: It's compatible with Wii games (and upscales them, and some are available for buying electronically), has its own games (which look much better than the Wii ones), and is at its end of life.

That said, given the price compared to your salary, perhaps it's best to buy used consoles on eBay. You may be able to get an old console with a bunch of games for a decent price.

Id choose console based on the games you want to play.

For me i feel no inclination to upgrade from ps3 since i have lot games I'm yet to play. Nothing on ps4 screams that i need exactly that console for it. Might as well upgrade pc to play almost every title I'm interested on ps4. And others that aren't on ps4 for that matter.
