You might get lucky if you say what you need it for but i doubt anyone would be silly enough to do that for a random person.
Seems like you need it because you trying to use something from the U.S that may not be allowed in your region.Maybe like bing rewards or some others thing.
And since you did not even mention what its for it could maybe bar that person from joining or doing what you want i am just guessing here

Since you at first did not state what you needed it for i had to guess at what it might have been and i could not guess the many ways a # is needed to verify and sometimes once you use a # it can not be used again that is why i mentioned it.
Anyhow i thought paypal can be used in Romania ?
It can be used anywhere paypal is accepts they will convert the currency for you
I just do not know if i could give my # for that purpose

Payoneer gives you virtual US bank account, that you can use to verify US paypal.

i have no idea if it is possible now, but i was able to a while back get a completely free USA number using android app "grooveIP" and "ring.to" services combined.. (the android app allowed for the free #, create ringto account thru the anroid app) free vpn usa number basically.. but to be 100% honest not sure if it would work elsewhere anyways. maybe you can take it one step further and use vpn+grooveip+ring.to?? just a thought..
