Yeah, they do that. But you can cancel the newsletter sub, and it worked fine here.

"Free to Play" games drop 1 card per 9$ spent in-game, through use of a valid payment method.
Neither in-game activated nor steam-DLC keys, free or purchased, affect those drops in any way.

I had the same that hotmail adresses worked before and later it didn't, using gmail still works.
But if you already tried it you can't get this key because it will say you already requested one.
