How do I know in which countries a game can be redeemed?

I want to get a copy of Medieval Engineers from Dispenser, but it doesn't say in which countries the copy can be redeemed, the only notification is: "This is a restricted gift which can only be redeemed in certain countries."
It's different from the CIS version, the game's ID is 800343191. Is there any way to find out which countries this involves?

He's talking about the owner of the bot but I don't want to add random people and he isn't online right now. I thought there's a way to check the steam database if this ID is available in my country or something.

The game's ID you've provided is not valid.
Normaly there should be a list of countries under the notification, but for some odd reason i'm having 3 guest passes (magicka2 sneek peek) in my inventory atm, all with the notification but no countries are specified ¯_(ツ)_/¯
