when did this change on Steam?

So I was trying to buy some games on Steam for giveaways but it appears you can't put the game in your inventory for later anymore. When did this change?

we want to make it easier for you to share the games you love with friends

No more worrying if a Gift to E-mail or Gift to Inventory is going to work for a friend, gifts sent through the new system will always work on the receiver's account.

Of course the true reason is more related to this...

tldr: The European Commission is investigating steam for their geoblocking practices inside of the EU.
