When I press the log out button it comes up as a Privacy Error. I can't access anything else on PayPal. I'm a little freaked out.

"PayPal -> Settings -> Payment settings -> Click "Preapproved payments" Link -> Cancel Steam Store in the list" try doing this, it might help.

That is really strange..if you are feeling desperate you can always use a programme like ccleaner to clear your browser data and it will automatically kick you out of your account.
