Can i giveaway amazon prime games
AfaIk those games are linked to that Amazon (or Twitch?) account .. they can't be redeemed on Steam so you can't create GA on SteamGifts for them.
BF3 has a code to redeem on Origin, it won't work on Steam .. I think there was a thread to drop such codes here if you want to give it away..
But as I said as long as a game can't be easily redeemed on Steam, then you shouldn't create a GA here for it.

They're typically for Amazon's gaming client, and automatically register to your account. For the non-Amazon games they- as well as even just Amazon Prime promotional unlocks- tend to auto-register to the clients/games they relate to (via mandatory [Uplay, Origin, etc] account linking). There are some uncommon exceptions, such as this month having an Origin key, which you can freely apply to any [Origin] account.
As far as Steam keys, I don't recall ever having seen one offered on Amazon Prime before.
