What to do if I can't find the game I want to giveaway?

I have a key for the game Vaccine Hunter (https://store.steampowered.com/app/1564470/Vaccine_Hunter/) but I cannot give it away because when I go to make the giveaway I can't find it in the list of games. is there a reason for this?

The reason is it hasn't been added to the list. Create a new ticket from the Support tab, choose a category "Add Game to List". Even when it gets added to the list, it will reward 0 CV, as it has been given away for free before.
