If you choose an answer to this question at random what is the chance you will be correct?
My train of thought was 33% since we can eliminate 0% on the basis it creates a paradox if that was the correct answer.

Clever! The only problem of course is: if 33% is the correct answer then 0% is the correct answer because 33% isn't an option so there is no chance you will answer correctly but the chance of correctly choosing 0% is 25% so that's the correct answer so it is 50% no 0% etc. etc. etc.

I see it like this
System 1 - Answer by logic
if choose 50%:
if choose 25%:
if choose 0%:
Since the answer depends on your choice, you will always be wrong. That doesn't mean 0% is the answer, rather, when you answer the question, the result you get will always be fail.
System 2 - Answer by predetermined value
But then lets says there is a predetermined answer (which is usually how multiple choice questions work):
if the correct answer is 50% or 0%:
if the correct answer is 25%:
if the correct answer is something else:
That is to say, that it doesn't matter whether there is a logic to the answer or not, as the multiple choice question only cares about the final predetermined result being matched by what you chose.
System 3 - Answer by letter label
A final MC system might not even care what the value inside the A, B, C, D choice, but only consider the letter. That's to say that each 25% is treated separately, and a possible solution is that only A is right even though D refers to the same answer (I've actually had such a situation in school once). In this case you always have a 25% chance of being right, assuming the system always assumes one right answer.
So if you ever get such a question, your best bet is to choose one of the 25%, so A or D. If all systems are possible, the a 25% answer is your best bet, because System 1 and 3 give you the same success and failure for all answers, but System 2 favors the 25% answer.
If all Systems are equally likely, your chance of success when choosing A or D is:
(1/3) *0 + (1/3)*0.5 + (1/3)*.25
= 25%
for B or C it is 16.667%
