, after i contacted the GA maker , he said that he got the game after buying Rise of Tomb Raider from GMG ,

any solution for my problem ? i am from Indonesia btw,

maybe your country is banned for that game.

there is no red notice like other restricted gift, and if i press view in store, it direct me to game store and i can buy it, so this game is not banned in my country

When I got Ibb & Obb a gift copy appeared in my inventory and I decided to give it away, the winner then told me that the gift was region locked even though steam didn't show any kind of notice so yeah that happens with all extra gifts, I ended up getting another copy for my winner so he should do that or get the "not received" I guess.

GMG is well known for selling region-locked copies without telling the customer. Are you sure that the gift is ROW ?
Edit: GIFT ? From GMG ? isn't it a KEY ?

He bought a key for Rise of the Tomb Raider, and got a gift for Tomb Raider when activating the key. Probably locked to the region of activation like all extra gifts you receive upon activation of a game.

If they received this as an extra gift in their inventory after activating Rise of the Tomb Raider, it's likely locked to the region where the game was activated, so if the giveaway creator is not from a ROW region, the gift isn't ROW (even if there's no warning on it)

It's in your inventory, right? Can you go into your inventory and see if it lists the region restrictions on the item at all? I wanna say if you click 'view in store' it'll send you to the correct store page, which you can cross-reference on steamdb for region-restrictions, but I really don't know.

Looks like you'll probably have to agree-to-cancel or not-received it. :/

Well I suppose you could demand another copy from the giveaway creator and mark Not Received if you don't get it, but IMO the kind thing to do would be to return the gift and agree for the giveaway to be deleted, which is something support is able to do. That way the giveaway creator can rerun the giveaway with the proper regional restriction.

Contact the giveaway creator, return the gift and ask if they can provide you with another copy of Tomb Raider. If they cannot, you can either mark the giveaway "Not Received" after a week, or the giveaway creator can submit a ticket to delete the giveaway if you give your permission to delete it.

I can buy a key at some reseller and give it? thus he would play and I would receive the feedback for the draw.

The point is that the game may not return until 27 February for trade because in my mind I have. But I am among those who believe that the world exists and honest people that I was going to return when possible.

Yes, if you can get another copy for the winner that's fine.
Even if the gift is not tradable he can still send it back to you by mail. You should add him on Steam so you can sort this out.

Same happened to me with a other game, and i contacted the GA maker + SG support and still got a 1 week ban with the reason.
"You did not redeem the games you won, and this led to your suspension."

at first , i assume if there are game gift without red notice in definition , then it should be ROW gift, and i dont know about the GMG things before , sorry for the wrong tittle

If you're alright with it, you can let the person hosting the giveaway close it. It looks like a honest mistake from their side, where Steam did not show what region (SA by the looks of it) it was restricted to.

In this case it's not, but sometimes "RoW" does not mean you can activate it everywhere. RoW just means "rest of the world", so there might be a specific version for one country or region, a specific version for another country or region and then a "RoW" copy that can't be activated in those regions, but everywhere else. Skyrim used to be like this, RoW keys could still not be activated in the RU/CIS region or Poland (and possibly some other Eastern European countries). Age of Wonders 3 has a really messy "RoW" if my memory serves, where the version marked as RoW excludes both NA & RU/CIS (this is taken from memory, I remember it having really strange restrictions, but this can have changed since I last checked, and there might have been other countries that were excluded as well).

edit Ah, they seem to have changed the version names in the database for AoW 3. That said, it's still wonky. The RU/CIS version can be activated in Sweden and a few other European countries not part of the RU/CIS region.
