I think he has all the DLC in tier 2, only the DLC he doesn't have is in tier 3, which doesn't give him too much incentive in price.

At least in Latin America, tier 2 and 3 are not profitable. In addition, the 50% code makes fun of me, since it has been with better discounts, in addition to the fact that game 1 had many DLC. I don't want to imagine 2.

Tempting - T3 has two DLC from my wishlist, which back when I got the game on sale would have been appealing to me. I could care less about the dino skin packs though.
I'll likely wait until Humble Choice May drops before I decide, as I felt like I got the gameplay I wanted from 50+ hours of the base game, and I rarely enjoy playing management+builder sim games anymore.
