Last 28 april I purchased Dragon Age: Origins (appid 17450), never launched, on my games list it shows these DLCs:
Dragon Age: Origins Standard CD Key
Dragon Age: Origins Standard Game CD Key

Now I want to replace it with Dragon Age: Origins - Ultimate Edition (appid 47810), the question is: buying the Ultimate Edition will fix everything or I need to refund the base game in order to obtain the Ultimate Edition without duplication on my collection?

Not sure, but looking in steamdb. UE is this package: https://steamdb.info/sub/6517/ and it contains 2 apps, 47810 (game) and 47815 (DLC). Your DA:O must be this https://steamdb.info/sub/2377/ and it contains 3 apps as you said. So, I guess if you install UE you'll get a second game rather an update from base to Ultimate Edition.

Disclaimer: I don't have Dragon Age.

You can own both games at the same time, they will show as two different games in your library.

you can just hide the game you don't want or be more drastic and go to your account and remove the license for the game

if you can refund, do it just to avoid wasting money on it.

btw, i have these licences on my account.
awakening DLC is a standalone application (still needs the base game to run), it's added to your library with another licence.

I don't think you can't ask for a refund of your original purchase of DA:O, because you can only ask for that in any purchase before 2 weeks have passed since the purchase and with less than 2 hours of gameplay: http://store.steampowered.com/steam_refunds/

Not really the answer to your question, but a little advice from someone who really loved DA:O: the ultimate edition content is worth it in my humble opinion.

It's an old game before Steam packages were introduced for the Complete/GOTY/Final/Ultimate/Deluxe/FinallyTheWholeFuckingGameIsHere editions. So yes, it will be a separate product in the library. If it had achievements, you could also redo them again.
