The point is that Hamas aims for civilians, killing Israeli civilians is their goal (which they openly admit), while IDF aims for Hamas soldiers and weaponry, to stop the Hamas's attacks, but Palestinian civilians sometimes get killed in those attacks (because Hamas shoots rockets from within cities).
What he meant is that sometimes civilians get killed in wars without anyone wanting it to happen, but nothing can be done about it...
