Basically, it needs to be more complex because otherwise a game which only a handful of people like (and nobody else owns or has reviewed) would have 100% and the top ratings would be full of games that have almost no reviews but which happened to do very well with the few they got.

TF2 for casual-amateur gameplay.
Idle games like Adventure Capitalist for getting fun calcualtions.
Skyrim for being challenging RPG.
Portal 2 for being best rated game ever.
Cities Skylines for being best city sim.
Half Life 2 for being best as well.
Epic Battle Fantasy 4 for being a masterpiece in indie's hands.
Creeper World 3 for being good mix of strategy action and tower defense.

Yo know,that Dota and CS GO are popular matchmaking games. Even though Russians plague this game by not knowing other languages,its still alot of fun when you get into comp mode where you see more gentle and skilled players.

Agh...pardon me, but I thought we were talking about the BEST games on Steam, not the most popular. If popularity was a valid criteria for evaluating quality, then the Fifty Shades of Grey novel would be a flawless masterpiece of modern literature, the Michael Bay Transformers movies would be among the best films in the history of cinematography and League of Legends would have to be instantly declared as the best video game in history, at least on the PC.
For a game to be even somewhere near such an absolute top it needs to be virtually perfect in: story, graphics, functionality and overall feeling and experience and be at least two points above average in game-play. That means that games like CS : Go and Dota 2 can't even qualify, cause they have NO STORY WHATSOEVER. Naming a game such as them, is like entering a cooking contest and making greasy, unhealthy hamburgers for your entry :-p. Just like a hamburger can be tasty as hell, so can these games be really fun and enjoyable, but to compare them to a masterpieces like Bioshock, Max Payne 2, F.E.A.R, Half Life 2, Spec Ops The Line, Deus Ex, S.T.A.L.K.E.R - Shadow of Chernobyl, World in Conflict, Star Wars Knight of the Old Republic or Mas Effect? Be fucking serious...
