the city/scenario Is free on unreal, if im not wrong, there Is another game that have the same city, and its all in that game.
for sure its a scam, thing Is, collector will buy it anyway, and I dont know if steam/Valve can ban the game, plus restore the payments.

You're correct the city is the one from the Matrix demo (only available for Xbox & Playstation 5), which is a free asset for the Unreal 5 engine called "City Sample". I don't know if you can use it for commercial purposes though.

Those are some incredibly iffy (ie, fake and/or trolling) offerings among the positive reviews..
For those planning on taking the time to report the game, may wanna disable language filters and then send every single one of the positive reviews to Valve for validation, as well.
(All but one of the positive review accounts but one has limited reviews, few games on Steam, limited account level, game bans on history or only having ownership of the kind of online games that would indicate it's likely a smurf account, etc, all on top of their reviews being empty and contrived. Even the one real looking account looks like it was paid or otherwise influenced into posting a positive review (or, again, intentionally trolling), given how it strongly encourages grabbing the game off Steam prior to it- by their insinuations- being inevitably removed.)

In one of the reviews on Steam it seems like they are claiming the project was stolen? I'm a bit amused though because they say they posted it to make money off it since it was getting popular, but it was posted about 6 months before it was released on Steam, and, well; it's free.

This game is a ripped off demo from Itch.io, and trying to ask 34 euro for it.
Not to mention the legal rights of using Superman.
