If I buy "Scribblenauts Unlimited" from amazon (US)(Steam code; that way I would get Steam-Workshop) for $8.99
will this work on an Australian Steam account?

..... or would I need an American Steam account?

Use a VPN to purchase from the US Amazon store (although, you may be able to just type in a fake US address and use PayPal), or use an American friend/trader.

For legal reasons (not wanting to be regulated by euro business/import/export stuff) they're US only. However, if you put your location to a US address and purchase digital goods then they're able to provide you with business while not having to fall under those things because you lied to them. I'm pretty sure most people do that without using a VPN. They just pick a tax free state like Flordia.
