I have a key for it.Can it be used by someone who doesn't have the original game?(If yes am i allowed to create a giveaway?)

Yes, it can be used. But it required GMod 10 for launch 13.

You can't make a giveaway for Gmod Beta, keys are free and its not on the list. You're welcome to give it away on the forum though.
