i have payed for borderlands game of the year edition (30P) and my question is how and when
i need to have this game???

Did you read the FAQ on the forum page

You don't 'buy' the game with points. You use points to essentially buy a 'raffle ticket' to potentially win that game. If you DO win then you can check your wins in the Giveaways->View Won at the top
