Yes, there are a number of sites where you can trade them, but I thought it would be nice to be able to trade like for like and help someone complete a badge and / or complete one yourself in one trade.
As sites like Steam Card Exchange don't have any of these cards anymore, it's not possible externally.

I have created a new steam group, that focuses on trading the cards that cannot be listed on the Steam Market due to the developers no longer having a relationship with Valve. The idea is that, rather than going to each trading forum one by one, it might be better to be able to swap an "orphaned card" for another one for a different game, allowing both parties to complete a badge and clear these cards out.
This idea came about as someone said they had converted them all to gems, 4G for a card, which I thought was a waste.
