reporting a giveaway when ended + already banned

Why are you actually able to report a giveaway when somebody is banned and the giveaway is ended? Does it need to be disabled, or is it especially not disabled?

Why is that so bad? There's no reason to do that. Removing this option would be only a waste of time.

How so? Actually it's very easy. Just checking if the player is banned and if the giveaway is ended, disable button.
