As I recall Insurgency was in a 4-for-1 HB deal a while ago (at $1 tier with 2 other games), so it's probably cheaper to obtain it from traders or something? Haven't checked the market though.

That is true, the extra keys expired after two weeks. So I guess a lot of people have the game on their accounts, but those who don't might still want to consider that deal.

The whole free key promo was to increase the online pop which worked for the most part. Haven't touched this game though so I can't say much on the topic I'm afraid.
