Region incorrectly named (for region restrictions)

The region for Latin America was incorrectly named South America.
It isn't exactly Latin America, but using that name to define the region would be the best approximation and would prevent confusion to poeple from countries outside from South America who are part of the Steam defined region

Please fix.
