Many people can say that the +/- feedback system can be Steamgifts' Infraction system, but it doesn't yet solve the problem. The people that post fake giveaways and whatnot don't get punished. Now this hasn't been up to specifics but the infraction system used by the staff can be used to ensure members interact according to the rules of steamgifts, and learn quickly from mistakes. If a rule is broken, the staff can place an infraction mark on the user which is out of line, and this mark will remain on a user's profile both for the duration of the infraction period and after the infraction period has expired. The staff will use these notes in an attempt to recognize offensive posting patterns sooner and to help prevent problems among our membership.

Heh, yay! Well here's the thing I was also thinking maybe the system can be automated but I'm trying to think of the pros and cons of such an idea.
