I'm talking about letting the givers decide on the rates.
random is random, but it doesn't necessary mean an uniformed distribution.

No. This site is completely random and fair. If you don't want that, then make it a "rule" in some of your giveaways or make a group (I've seen one around, the unlucky something or other) for people with no/little wins but a sufficient amount of wins.

Short while ago, two different people won one of my giveaways, both had 60+ wins.
they won it fair and square and deserve the gift but that made me feel it's a tiny bit unfair, while there were so many entries from people who had one digit win count.
this made me think, maybe a feature should be added that enables the giveaway creator to choose between equal probability to all or slightly shifted one to some population.
for example low win count or low Estimated Wins / Actual Wins ratio.
i'm not talking about changing how the site works in general, just give the gifting person additional option, just as we can limit the giveaways to contributors now.
hmm..
additional similar options, could include giving higher chance to people with higher contribution value without limiting it to some value.
i bet i can think of a few more.
what do you think guys? if there is a positive feedback, the creators might add it.
EDIT: to people talking about this feature not being fair:
