Lets start with a dumb question. Are you sure he ain't part of the group? I ask that cause it happened to me to not notice i was in a group and thus start unecessary trouble.

What does Steam tell Sempronio when they visit the invite only group homepage on Steam? The "invite only" or "request to join" button on the page (on the top-right) should have changed in "Join group" (you have been invited by x) then; even when you've dismissed the notification or ignored the invite via the chat..

I assume he is either already in this group or the previously sent invitation is still pending (just like Steam is reporting in the error message). ;)

It's impossible for group owners/officers to interact with invitations once they've been sent out, and they never expire.
As such, until your invitee accepts or declines the invite, it'll still be sitting there in their notifications, waiting on them, and there's no longer anything you can do but wait until they accept the invite, no matter how long that takes them.
That said, if it's bugged in some way, you could try having the invitee put in a group join request through the group, and get them into the group via that method. (Though, before that, if the invite isn't showing in their notifications, have them try restarting their client. That typically fixes most Steam issues.)

I've had this problem before as a baby admin who misclicked..., try adding the To-Be-Added Member as a friend, then using the "Invite a friend" to reinvite to the group.
Dunno if it'll work in this case, but worth a try? Don't hurt poor foxxo if it doesn't >_<

you can hear "tizio e caio" pretty much everywhere.
Tizio is universally, widely used. when you won't tell a name, you use "tizio" and everybody understands. not a real name anymore, tho.
Caio is used pretty much always with Tizio, and very rare as name, but there's still someone with this name (not caio but Caio)
Sempronio is rarer. always used in combination with the rest: Tizio, Caio e Sempronio. not a real name anymore, either.
when i was at school, tho, there was one guy that, kidding, used to call me "tizio caio sempronio gracco"

update: Sempronio is an happy member. there's was no problem at all but some anxiety :P
help (was) needed
few days ago caio invited Sempronio to join his invite only group. he didn't accept. maybe invite notification was missed by Sempronio.
yesterday Sempronio told me he'd like to join,
so, i've asked Tizio to invite again Sempronio (Tizio is also Mod in that invite only group)
Steam gives same Error to caio and Tizio, saying "Sempronio has already been invited or he's already a member of this group of yours" (<--sth like that)
