GMG region restriction (NO Giveaways)

So, I was trying to buy AoE II HD + The Forgotten Expansion as it was on sale, but GMG pops up a warning that they ca't sell to buyers from my region. Does this mean that the AoE copies they sell are region locked? Or is it a new region restriction system that only recently implemented (since I was able to buy and activate a copy of GTA complete from them last month).

i got AoE 2 gift from russian trader i think and its not region locked - i can activate it anytime also if u look at http://steamdb.info/app/221380/subs/ u wont see any region specific versions

Age of Empires II HD gifts were recently region locked, so that might have an effect on it.
