I think it generally means the game is no longer sold on Steam.
That can have various reasons but in this case it's because it's a trash "game" by trash developers who threatened to sue people who gave them negative reviews on Steam.

They are games no longer on the Steam store. You can still get to the community page for most of the games.
Copy the URL and remove everything to the left of steampowered. Change "powered" to "community".

Most games have a steam button that is supposed to lead you to the steam page for the game. Some games' button does not load a page though, like this game https://www.steamgifts.com/giveaway/IvIAw/forsaken-uprising for example. Why is that?
