EU1 region covers following countries:
Albania, Andorra, Austria, Belgium, Denmark, Finland, France, Germany, Ireland, Liechtenstein, Luxembourg, Macedonia, Netherlands, Sweden or Switzerland
EU2 region covers following countries:
Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Greece, Hungary, Italy, Malta, Monaco, Montenegro, Poland, Portugal, Romania, San Marino, Serbia, Slovakia, Slovenia, Spain, the Vatican City, Estonia, Latvia or Lithuania
EU1 and EU2 explained
This division was originally introduced by Steam and suggests that prices for each country in the group (EU1 or EU2) are the same. This does not apply to other stores, where prices for EU1/EU2 countries may vary from what you see on our website!

I think this is stupid. Why there is EU1 and EU2 on steam? To separate more rich west from more poor east europe? Even if they almost always have that same prices? Poland is one of the most poorest country in EU and have to pay that's same prices as Germany... where is logic here?

But thats the fault of the publishers, just look at killing floor 2 or talos principle, their price is lower for EU2 tier, in some weird cases, its the opposite though, i think i saw yesterday a game which was 5% more expensive in EU2 than EU1 lol

^ Yup, this. I personally don't support any dev that thinks EU2 can pay more than EU1 (like, Bad Rats being 5 euros in EU2), but there are definitely some developers that are aware of the lower wages. As mentioned, Talos Principle is probably the best example since it's base price is 50% lower in EU2.

"But thats the fault of the publishers" It's like saying that piracy is a games developers fault because they can't create any good DRM... Because you can it's not mean that you should.... They rise the price because they CAN and some stupid gamers buy it even if it cost 180€ for one game + several DLC (CoD). I my local shops (i mean shops in Poland) almost every game there is 2x cheaper than on steam. Steam have the power to do something but they don't wanna do anything propably because they get big money for that.
Some of example steam shop vs my local shop
Borderlands 2 goty steam 45euro in Poland 80zł =19,30euro
The WItcher 3 steam 60euro in Poland 130zł =31,40euro
Even older games
like GTAVC on steam 10euro for physical copy in Poland 30zł=7euro
Deus Ex Human Revolution Director edition steam 20euro and in Poland for physical copy in some places you can get even for 30zł=7,24euro
Now tell me why in my Country publishers didn't gave that same price as it on steam? In short: Becase they wouldn't to sell. Then why they not give this price on steam? Because they can give higher and still there will be people who will buy this and definitely they will be from more rich country because nobody normall would buy any call of duty for 60 euro or even for 100 euro (with DLC)

Afaik developers can set whatever prices they want for a specific region, so, devs are the problem, and not Steam in this case.
Anyway, some games are cheaper in EU2, but most of them have the same price.

In my region EU2, only talos principle is fair priced at 20€(without sale), regards to croteam for that.

Should be EU2 (poor) and EU1 (rich) based on GDP per capita. EU2 and EU1 today in my opinion do not make sense at all because some rich states are in EU2 and poor in EU1 ?!??!!
I do not know who to blame for it publishers or volvo ?
