It's not region restricted, I could activate it in Europe without proxy.
You can even try to buy it through the US storepage by adding ?cc=us to the URL. This worked for me at least.

BTW The games is so cool. I was tempted of getting it myself, but 30$ is quite an amount of money, so I guess I'll wait.
