They include different things, so they are not the same. Plus, one is DLC purchasable through the steam store, one is something redeemable through the in-game store, and as such is not verifiable. So you would surely not be able to list one as the other.

I recently obtained a code for a Starter Pack for Renaissance Heroes, I have no use for it and therefore decided to do a give away on it, Yet I have come across a problem. I can do a give away for an item called Starter Bundle for Renaissance Heroes, So I did some research.
The starter PACK includes (This is what I have) :
Caliver-R Rifle (30 days)
Cross-Shooter-R Crossbow (30 days)
Gold Spark-R Cannon (30 days)
Primer (Item: Increases Rifle Damage, 50 uses)
The starter BUNDLE includes (This is what steam has) :
Combo Boost Item (+50% in-game money & +50% experience points for 30 days)
Caliver-R rifle (30 days)
Cross-Shooter-R crossbow (30 days)
Gold Spark-R cannon (30 days)
5000 PT
Also the Starter Pack code is for the in-game store or something and not steam?
Would I be able to do this as a giveaway for the bundle or is that against the rules and classed as a fake? If not I can just give the code for free to some player who wishes to try it.
