What is Referral link ?, and why it was not allow ? ( i know there is a rule "Do not link to any referral programs.") , but i really do don't know the reason why it was a forbidden act( i'm not know much about internet stuff )

It's a personal link that some websites give to you so that you can earn a little something if someone clicks it.
The website he has linked to gives you a referral link so you can get an extra entry in a giveaway.
I'm guessing the main reason they're banned is to stop ref link spam. Threads like this every 2 minutes.
