Your description made me think of a game with a triangular ship and kind of magnetic bases to land to refuel. I think the fuel canisters were green. Sadly I can't remember the name either. I'll keep looking

The problem with mid 1990s era shareware games is that many were made by very small teams or even a single person, and had very limited distribution and advertising. It can be nearly impossible to find some of them unless they were published by a large outfit like Apogee or Softdisk or the like.
Here's a bunch of games from that genre. If none of these are the game you're thinking of at least it gives you some things to help you search:

I suddenly remembered an old game that came on a magazine cover CD, and my intensive, if short, attempts at trying to track it down were fruitless. (other than finding some freeware games made for promoting local beer, so that's an upside :P )
It's an old shareware game for Windows, you maneuver a small spaceship or rocket through a maze. There was definitely fuel management, you had to stop at refueling platforms to keep going and there were unlockable gates. If I remember right, there was gravity, and I don't think there was any combat at all, you could only die by crashing into objects.
