Are you absolutely sure that's what happened? Has anyone else have that happen to them? Because if so, it might be worth spending coins on those game packs instead of 2000C lootpacks, which mostly just give useless stuff, apart from the rare diamonds. I assume nobody has gotten a game from the 2000C lootpack?

Yes, but the rate of drop is incredibly small, meaning you'll burn through a 100,000 coins and still not have enough to buy a single premium pack. While the occasional gamble off the 2000C packs won't hurt, it's generally [I believe] still considered better to hold coins in the hope of using them on more meaningful coin packs. That said, such packs were rare even before diamonds were introduced, so it's hard to say if there's much merit in waiting on such.

I contacted support. One of their categories for 'common problems' was: "I did not received what the description of the package said," so I'd imagine this happens enough. Maybe not enough to try your luck, though :P

Thank you for pointing out a flaw in our system. Apparently a bug occasionally caused keys for random games to be included in the XCOM: Declassified lootpack. This was, as implied, not intended and the bug has now been fixed.
Oh, by the way, we have gone through the trouble of revoking your key, because... it wasn't supposed to be given out to you in the first place? Yeah, we'll go with that.

Yeah, it would make sense to take the.. lemon.. back if it hurts their business, but I doubt that if it's actually a flaw in the system that it has happened enough to do so. Also, if I'm given a lemon as a pleasant surprise and then as I'm about to make lemonade they grab the lemon from my hands and run away, I'm going to be disappointed. 😜

It'd be weird if you got that instead of Bureau, but it's not entirely unexpected to get it in addition.
The special coin packs (as well as the premium/diamond packs) pull from the default loot table (the same one the 2000C pack pulls from) for a number of their card pulls [if it's like the other ones, the pack likely contained 1 guaranteed pull, 2 coin cards, and 3 default loot cards], and it's not unheard of for games [especially previously free, low-value games like Sanctum 2] to be included in the standard coin pack pool (even if it seems to be incredibly rare these days to encounter such).
(Due to this mechanic, it should also be possible to get diamond cards when opening a special, premium, or diamond pack, as well.)
While it's impossible to know without confirming with the site, generally it should be reasonable to assume that any additional games within a pack are intentional inclusions. On the other hand, not receiving any "guaranteed" prize would.. intuitively be able to be considered as being unintentional. :P

Yep. The other point that usually needs clarifying is that most packs don't have a "guaranteed" prize, just an "exclusive" one; As such, that slot usually pulls from the "premium loot table", which is why you'll end up getting things like a GOG game out of a the Full Steam Ahead pack [the exclusives for which are steam wallet cards].
Both things could be better presented to the site's users- but then, the site could benefit from polish in several areas.
