It seems like you already found someone, but for next time I'll let you know that an easy workaround for this issue is to create a new steam account in the country where the code will activate using a VPN (there's some free VPNs that valve doesn't detect, you just need to do a bit of googling to find which), then once the new account is set up and F2A activated (use email F2A, not phone) you activate the codes and add your main account as a friend. Then you just need to wait for I believe one or two weeks until the new account is fully unlocked and able to use the market, buy a few tradable items (TF2 keys are recommended), and trade them to your main account once the escrow on them is lifted. The process takes a few weeks and you lose a bit of the money to the market fees but it's a pretty efficient way to work around their region restrictions.

IndieGala Feudalife - it was good when you received keys guaranteed, but now it's key or points or credits.
Gamehag - they like rejecting tasks and it requires a lot of work.
Some people also like Gamesbolt.

Gamehag, maybe? Although it's not in a great state right now, I was able to get a Steam Wallet Card and a few games there for free. The problem is that not fulfilling tasks such as surveys or playing/downloading apps within a month could lead to a transformation into a toad, which will steal 100 gems every week from you. Normally, it would only take 50, but it's broken. Also, there's no support, and your rewards occasionally get refunded.

If there were, I'm sure someone would have created a similar discussion on the forum by now.
but alas, there is no alternative.
try to find that person or organization that will just give something away without getting something in return and that this ecosystem will work and will not break down from the influx of bots.
